you can use the Microsoft RIS boot disk to start you VMs over PXE.

Hi,

I would like to be able to boot pxelinux.0 as a second stage boot loader on
machines which don't have a PXE BIOS (namely, within a VMware guest
machine). Etherboot and netboot don't seem to be able to because pxelinux.0
is no tagged kernel image.

Is there any way to do that from a floppy? Any hint is appreciated. It
seems that RBFG should be able to but I'm told it is Windoze specific.
