please have a look to RBoot.  I don't used it but it is described it
will do the thing

Welcome to RBoot

RBoot is an open source remote boot solution for booting Windows 95/98 from a Unix server. Support for Windows 3.11 and NT4 is planned. See the README file for details on RBoot.

RBoot version 3.x and higher are freely available under a BSD-style copyright.

RBoot version 2.x are freely available under the GNU General Public License.
