/usr/sbin/tcpdump -n | grep 0.0.0.0

I seem to recall that BOOTP/DHCP clients begin the conversation by 
sending a network broadcast packet to 255.255.255.255 with an all zero 
source IP address.  We need to see if the server is seeing that request, 
and if the server thinks it is replying.  Then we can turn on DEBUG_RX on 
the client to see if the client thinks it is receiving it.  Switches can 
be weird sometimes.
