Yes, that's what loadlin is. It might be possible to prepend an Etherboot
ROM image with a floppy boot segment and a setup segment so that it looks
like a Linux kernel image so that an unmodified loadlin will accept
it. The main thing loadlin does that is critical is that it turns off
things like XMS drivers which interfere with Etherboot. Etherboot is
expecting a cold booted machine, not one where access to certain memory
areas have side effects.
