Yes. And vice versa. I have a broken NE2000 I can use to host an extension
ROM. I'm looking for an extension ROM code to boot El Torito CDROMs.

What is happening is that the ROM is simply mapped into the memory
space of the PC. It generally doesn't know which adapter it hosted on.
This is not quite true for PCI adapters. The ROM will not appear in the
memory space until the BIOS decides to map it in.
