Client should have received bootp answer here.

Client should say answer ARP saying yes, I have that IP address.

Your client either didn't get the bootp reply or it didn't get the ARP
request, you can tell on the console if it got the bootp reply. Does
the NIC work normally, no faults, good network cable, right medium
selected, etc?  And you didn't say what boot ROM software and version
you are running.
