idle time incorrect on nfs root systems

We have several machines booting via nfs root.  However, the idle times
for users on the machines are incorrect because the atime and mtime
entries of the ttys in /dev are not being updated.  I have tried setting
the atime and noacc flags for the root nfs image, but that did not seem to
work.  Has anyone else had this problem, and if so, how did you solve it?
