Having just had to do something similar, the way I did this is to either
use the -a option to mknbi when creating a tagged kernel, or using the
vendortags with bootp to create a boot menu where I could add various
kernel arguments.

There are probably other ways, but the -a option to mknbi seems to be
the simplest way.
