Flashing Atmel EEPROMs

Hi,

does someone know whether there is a possibly DOS-based flash tool for
ATMEL 32KByte EEPROMs? Where can I get it? And does someone know whether
the ROM socket on the LevelOne RTL8139 card is fully decoded, i.e. if the
/WE line isn't tied to Vcc? ... Thanks!
