Another strategy is to program at 12.5V, then if that doesn't work,
try 21V, then 25V. CMOS EPROMs generally program at 12.5 and sometimes
you will see chips marked PGM 12.5V just in case, for 27C64s where people
might think it's the old 25V version. 27(C)128s could be 25, 21 or 12.5V.
From 27C256 above they were 12.5V although there is the rare 21V one.
