Yes it is in the DHCP package.
mv /etc/rc.d/init.d/K??dhcpd /etc/rc.d/init.d/S??dhcpd
You must use configure /etc/dhcpd.conf not /etc/bootptab and you must do a
"touch /etc/dhcpd.leases
uncomment the /etc/inetd.conf lines tftp and bootps

man pages are dhcpd dhcpd.conf dhcpd.leases
/etc/rc.d/init.d/S35dhcpd (start stop restart) has great error messages.
and does send some messages to /var/log/messages while running.
