Hi Peter

 You could put all the files into a subdir on your linux machine
(including ibmbio.com, ibmdos.com and command.com) and then run
mknbi-dos -r /whateverdirectory -o /whateveroutputfile
 I have done it this way, and it works (You just don't get a warning
when you go beyond the 320kb limit)....
 I don't think there should be any problems with supplying -c -s 320,
but i'm just a beginner in the field of netbooting...
