Netbios is not a level 3 protocol (it's up around 5). Netbios sits on
TCP/IP or IPX, both of which are routable.

The problem with WINS is that you need a WINS server on each segment. I
think Samba's WINS proxy will connect a WINS server to other segments,
not that I've ever done this. I've just seen it in the config scripts.

I've seen an option in Samba called WINS Proxy, and I've got a strong 
feeling it will do what you want.
