Change the build-time configuration in Config.32:
# -DEMERGENCYDISKBOOT
# - if no BOOTP server can be found, then boot from
# local disk. The accessibility of the TFTP server
# has no effect, though! So configure your BOOTP
# server properly.
You should be aware, though, that this could be considered a security
compromise. In a strictly security aware environment, you do not want
people to boot from local mass storage devices, because this makes it
relatively simple to force the machine to boot from a local floppy
disk. The latter means that the user has complete control over the
machine and no security feature apply any more.
