Actually, you might be right :-) It has been quite a while since I
have seen a 286. I know that most modern PC's do not try to go to the
trouble of recovering those 384kB, but I assume, back in the time when
having 1MB of memory was exciting, you probably would not want to
waste 38% of it.
I took a look at what Ken wrote about it

and he seems to confirm your assumption.
