Hm, better use cbrom.exe (Version 2.04) link is on my page:

Then: cbrom award31.bin /pci  rtl8139.rom
We flashed over 180 bioses this way. It's a pci network adaptor, so the
/isa option may not work.

Try the newer (better) cbrom and use the /pci option.
