No it doesn't - the 32 pin socket is needed for Flash ROMs.  However, the
socket is wired in such a way that a 28 pin EPROM will do the job just as
well if you plug it in aligned at the BOTTOM (very important!).  At least
this is what the socket on my Longshine LCS-8038TX-R works (don't let the
number confuse you, it's a RTL8139 based card).  I have many cards with
just a 28pin socket soldered into the 32pin design.

Generally it's a waste of money if you put a 27C010 in there - either use
a 27C256 from some ancient mainboard or use a Flash ROM from some more
recent mainboard.  If you can get a 5V programmable Flash chip (commonly
used in boards which need no jumper fiddling to flash the BIOS - basically
all non-ancient Pentium boards), you might eventually be able to program
it without removing the ROM - once someone writes the programming tool...
