tftp: arp timeout

I boot my diskless client,
it passes the bootp, and identifies it's ip, netmask, and server

but i get :
TFTP: arp timeout

( tcpdumps shows no arp request arrived to the server )

could it be a problem with a switch ?
note that the same diskless client boots o.k. and have
full network connection if i attach a disk to it
