This was mentioned in the list just a couple of days ago. From
netboot-0.8.1/doc/INSTALL:

        If you have trouble starting DOS from the network but not from a
        boot diskette with the same setup, you should try to add the
        following switch to the himem.sys call:

                /testmem:off
