What output are you getting in /var/log/messages (or /usr/adm/messages)?
Check that you have the "tftp" line in /etc/inetd.conf listing all the
directories you need to have access to:
tftp dgram udp wait.1024 root /usr/sbin/tcpd \
in.tftpd /usr/local/netOS_i/ /tftpboot/workstation /tftpboot

Might you perhaps have "/tftpboot" instead of "/usr/tftpboot" in
/etc/inetd.conf ? Most tftpd's now by default won't serve files from
directories not listed on the command line.
You might also want to insert
#define DEBUG
in the beginning of eepro100.c to see what is actually happening with the
packets.
