my line reads
bootps  dgram  udp  wait  root /usr/sbin/bootpd  bootpd -c /tftpboot 
                                                 ^^^^^^
did you miss the second bootpd ?

shouldnt templates start with a . (dot)

.global

and as the template name is kind of hostname it shouldnt contain a second
dot ?

if you dont need it - you dont have to specify it
